Democracy and Industry-varying Liberalization: Evidence from a New Tariff-line Dataset∗

چکیده
Do democracies face more or less political pressures to protect certain industries than nondemocracies? How important are a trading partner’s political institutions in overcoming timeinconsistency problems? While domestic political institutions and distributional conflicts across disparate industries have long been central to theories of international political economy, few empirical studies examine liberalization trajectories across industries, let alone countries’ partnerspecific policy differences. We collect 5.2 billion observations of applied tariff rates that 136 countries differentially apply to their trading partners, incorporating the universe of preferential rates and Generalized System of Preferences (GSP) at the tariff line level. To incorporate the rich structure and volume of our data, we develop a Bayesian multilevel estimator that distinguishes the effects of political institutions across industries and trading partners. We find that pairs of democracies achieve greater tariff reductions in bilateral FTAs than dyads with a democracy and a non-democracy. However, we show that difference between democratic and mixed pairs is due in large part to shallower concessions granted by non-democratic importers vis-á-vis democratic partners, but not vice-versa. We also find evidence for protective demands from agricultural sector that democracies face. Our findings add nuance to the claim that democratic political institutions facilitate unilateral and bilateral trade liberalization.

Non-Tariff Barriers and Trade Liberalization∗
This paper shows that governments have no incentive to introduce non-tariff barriers when they are free to set tariffs but they do when tariffs are determined cooperatively. We then show three results. First, with trade liberalization, there is a progression from using tariffs only to quotas, and to antidumping constraints (when quotas are jointly eliminated). Second, there is a narrowing of th...
متن کاملProduct Market Liberalization and Productivity: Evidence from India∗
In this paper, we use a detailed plant-level dataset to study the effect of two reforms aimed at increasing product market competition in India – liberalization of foreign direct investment (FDI) and reduction in tariff rates. First, we examine the effect of the liberalization policies on mean plant-level productivity in the liberalized industries. We find a 23% increase in productivity level f...
متن کاملCompetition and Productivity – Evidence from Indian Manufacturing Sector Reforms
The extensive reform measures introduced in the early 90s in India provide a unique opportunity to study policy experiments aimed at reducing barriers to entry and increasing product market competition. We use a rich, comprehensive, plant-level dataset for the period 1986-87 to 1994-95 to identify the effects of de-licensing, liberalization of foreign direct investment (FDI) and the reduction o...
متن کاملTrends in Tariff Reforms and Trends in the Structure of Wages∗
This paper provides new evidence on the impacts of trade reforms on wages. Instead of achieving identification by comparing industrial wages before and after one episode of trade liberalization, our strategy exploits the recent historical record of policy changes adopted by Argentina: from significant protection in the early 1970s, to the first episode of liberalization during the late 1970s, b...

This paper provides new evidence on the impacts of trade reforms on wages. We first introduce a model of trade that combines a non-competitive wage setting mechanism due to unions with a factor abundance hypothesis. The predictions of the model are then econometrically investigated using Argentine data. Instead of achieving identification by comparing industrial wages before and after one episo...
